[source]: Switch to git-fetch.
[propagated-inputs]: Add python-dask and python-sparse.
[native-inputs]: Remove python-setuptools and python-wheel; add
python-hatch-fancy-pypi-readme, python-hatch-vcs, and
python-hatchling.
