(vale): Update to 3.9.4.
[source] <snippet>: Remove it.
[arguments] <go>: Use go-1.23.
<test-flags>: Skip just 3 tests.
<test-subdirs>: Test the whole code base by starting from import-path.
[native-inputs]: Remove go-github-com-karrick-godirwalk and
go-github-com-mholt-archiver-v3; add
go-github-com-jdkato-go-tree-sitter-julia,
go-github-com-pelletier-go-toml-v2,
go-github-com-smacker-go-tree-sitter, go-github-com-stretchr-testify,
and go-github-com-tomwright-dasel-v2.
