[source]: Remove patch, add snippet to remove one test.
[native-inputs]: Add python-pytest, python-pytest-runner.
* gnu/packages/patches/python-paste-remove-website-test.patch: Remove
file.
* gnu/local.mk (dist_patch_DATA): Remove it.
