[arguments]: Update list of disabled tests.
[propagated-inputs]: Remove python-botocore and python-setuptools; add
python-packaging and python-typing-extensions.
[native-inputs]: Add python-mypy and python-setuptools; remove
python-pyftpdlib and python-uvloop.
