Vagrant Cascadian 4c4451b923 gnu: diffoscope: Add phase fixing execute bit on script. 
Fixes a regression introduced with the switch to pyproject-build-system in
a5b88a7a4d.

* gnu/packages/diffoscope.scm (diffoscope)[phases]: Add
'make-extract-vmlinux-executable.
