* gnu/packages/sphinx.scm (python-sphinxcontrib-apidoc): Update to 0.5.0.
[build-system]: Swap to pyproejct-build-system.
[arguments] <tests?>: Enable them.
[propagated-inputs]: Add python-pbr and python-sphinx.
[native-inputs]: Remove python-pbr, python-sphinx, and
python-testrepository; add python-setuptools and python-wheel.
