git-fetch.
[arguments] <tests-flags>: Skip all tests requiring networking.
<phases>: Add 'relax-requirements, and 'pre-check.
[native-inputs]: Remove python-pytest-runner; add nss-certs-for-test,
python-mock, python-pytest-mock, python-setuptools, and python-wheel.
