unbundle htslib and libbifrost.

* gnu/packages/bioinformatics.scm (kallisto): Update to 0.50.1.
[source]: Do not remove bundled libraries.
[arguments]: Remove phase 'do-not-use-bundled-htslib.
[inputs]: Remove htslib-1.9.
