[arguments] <test-flags>: Ignore tests file which tests require network
access.
<phases>: Remove 'relax-requirements.
[propagated-inputs]: Remove opencv; add python-astropy-healpix,
python-pyarrow, python-shapely, python-spherical-geometry, and
python-stsci-imagestats.
