* gnu/packages/python-xyz.scm (python-lief): Update to 0.16.6.
[build-system]: Switch to pyproject-build-system.
[native-inputs]: Add ninja, python-scikit-build-core, python-pydantic-2.
Replace cmake with cmake-minimal.
[arguments]<#:phases>: Use ‘build’ phase from the build system.
Change directory to "api/python" before build.
