[source]: Switch to git-fetch providing tests.
[arguments] <tests?, test-flags>: Enable them.
[propagated-inputs]: Remove python-joblib and python-pyyaml; add
python-apricot-select, python-scikit-learn, and python-pytorch.
[native-inputs]: Remove python-pandas and python-wheel; add
python-pytest.
