Tobias Geerinckx-Rice 36c737a9c3 gnu: libbpf: Fix erroneous use of DESTDIR. 
It broke the pkg-config file and is almost always a mistake.

* gnu/packages/linux.scm (libbpf)[arguments]: Correctly set PREFIX.
