* gnu/packages/image.scm (openjpeg)[arguments]: Enable the test suite.
Pass -DBUILD_UNIT_TESTS, -DBUILD_TESTING, and -DOPJ_DATA_ROOT
to #:configure-flags. Add a new 'disable-failing-tests' phase.
[native-inputs]: Add openjpeg-data.
