[inputs]: Add NNPACK.
[propagated-inputs]: Remove PYTHON-PEACHPY.
* gnu/packages/patches/python-pytorch-system-libraries.patch: Remove
hunk modifying NNPACK; add hunk to allow the use of our own NNPACK.
