* guix/scripts/authenticate.scm (read-command): Decode strings as
ISO-8859-1, not UTF-8.
(guix-authenticate)[send-reply]: Encode strings as ISO-8859-1, not
UTF-8.
* tests/guix-authenticate.sh: Add test.
