* gnu/packages/tor.scm (onionshare): Update to 1.3.1.
[arguments]: Remove unnecessary "get_resource_path" substitutions, which is
handled fine by the single substitution in "onionshare/common.py".  Fix
install location in .desktop.  Adjust test runner in 'tests' phase.
[native-inputs]: "python-nose" -> "python-pytest".
