This is a followup to df49fe2a13.

* gnu/ci.scm (%bootstrap-packages): Rename to...
(commencement-packages): ... this, and turn into a procedure.  Filter
packages that pass 'supported-package?'.
(cuirass-jobs): Adjust accordingly.
